要旨:本研究は、救護施設における地域移行・地域定着支援についての現状と課題について述べたものである。1950 年の生活保護法で規定された救護施設は、精神衛生法のもとで長期にわたり、「福祉」の入所施設として精神障害者を受け入れてきた。また、現在でも入所者の半数以上が精神障害を有しているという状況にある。歴史的な経緯の中で、救護施設は、精神科病院からの退院先の一つの選択肢であったこと、また、精神障害者にとっての居場所であった。また、全国の救護施設を対象としたアンケート調査を通して、「精神科病院から救護施設、そして精神科病院」という一つの流れがあること、また高齢化により死亡による退所も多いことが明らかになった。しかし、その一方で地域移行については、年齢や性別により退所にむすびつきやすい層があること、救護施設の事業だけではなく、障害者総合支援法も活用されるなど、選択肢があることが明らかになった。

本学には、日本患者同盟から本学図書館に寄贈され、膨大な時間をかけ手作業で整理・分類され、マイクロフィルムとして保管されている患者同盟の資料(朝日訴訟を含む)がある。また、本学の授業にゲスト講師としてしばしばお越しくださった朝日健二氏(朝日訴訟の原告である朝日茂氏の養子となって訴訟を継承した方。2015 年にご逝去)と親しく交流させていただく中で、朝日訴訟を次世代に伝えたいとの強い思いを知った。氏の思いを引き継いでいくにあたり、朝日訴訟を語りつぐのみならず、本学所蔵の貴重な資料を専門職としての力量形成に活かすことを模索している。そのプロセスとしての報告となる。

本研究では、保健学・公衆衛生学領域の予防概念をもとに、地域を基盤としたソーシャルワークにおける予防活動の理論的枠組みを検討し、実施上の課題を探った。理論的枠組みは、目的・成果と方法を軸とし、それらの要素の相互作用を捉えるものである。その枠組みにおいてソーシャルワーク理論アプローチの位置づけを考察し、予防活動への適用性を検討した。その結果、地域を基盤としたソーシャルワークにおける予防活動実施上の課題として、総合的な評価枠組み構築の必要性が示された。またソーシャルワーク理論アプローチのアセスメント視点は、第三次、第一次予防レベルにおいても適用性が高い。それらをクライエントの状態変化の把握や予測に活用するための方法論教育、また対象予備群、徴候などを明確にしていく研究が必要である。Based on the preventive concept of the public health, I examined a theoretical framework of preventive practice in the community based social work and investigated issues on the implementation in this study. The theoretical framework assumes "purpose and result" and "method" as axis and takes the interaction of those factors. And then, considered positioning of the social work theory approaches in the framework and examined the applicability to preventive practices. As a result, the necessity of the comprehensive framework for evaluation was provided as the issues on the implementation of preventive practices in the community based social work. In addition, the assessment of the social work theory approaches are applicable to the tertiary, the primary prevention. Education to apply approaches to grasp and predict for the state of clients changing, study to clarify target incipient group and indicators are necessary.

現在まで、聴覚障害者の書記日本語の実用的運用能力の改善を目指すための教授法や教材は、日本においては、開発されてこなかった。しかしICT の発達と相まって書記日本語のスキルが高ければ、必ずしも発話ができなくても、今や能力を発揮できる職種は十分あるし、高等教育機関への入学、そしてその後の学習にも支障は少なくなる。本研究では、書記日本語のエラーアナリシスに基づき、統語論的・形態論的・意味論的習得及び語用論習得のための教授法を体系的に構築することを目指した。ろう者・難聴者の言語パフォーマンスを資料とし、エラーアナリシスを行ったところ、日本手話者については主に日本手話の統語論的影響が現れ、難聴者については主にうろ覚えや経験不足からの意味論的・語用論的エラーが現れた。それらを集中的に修正するような教授法や教材が有効であると考えられた。(本報告書を基にろう・難聴児の進学や就労に有益な書記言語習得のためのリーフレットを作成した。)

This paper re-evaluates the emergence of the so-called "leprosy literature" as a precursor to the thriving of outsider art in Japan. In the past studies on Hōjō Tamio, the central figure of leprosy literature, the irrepressible impact of the author's life situation on the evaluation of his works has been suggested repeatedly; but no particular attention has been paid to the discourse behind such an attitude, and its possible effects on the evaluation of the text. Along with the stories, diary entries, and essays written by Hōjō, this paper will take into consideration the texts by Kawabata Yasunari, his mentor, and other contemporary writers who submitted their opinions on magazines and newspapers, in order to clarify that many of them have viewed Hōjō as "peculiar," a sentiment fueled by what we could call the "hereticizing gaze." It is important to point out that such an attitude is almost identical to that welcomed Yamashita Kiyoshi and other outsider artists, who appeared on the scene after Hōjō's death.本稿は北条民雄を中心とする「癩文学」の出現を、日本におけるアウトサイダー・アートの受容を準備した現象として捉え直すものである。北條をめぐる先行研究では、作者の置かれた状況がその作品の評価に大きな影響を与えていることが繰り返し示唆されてきたが、その事実が何を意味するのかという点は十分に検討されてこなかった。本稿では北條の作品や日記、随筆に加えて、北條を文壇に導いた川端康成や、北條の作品が発表された『文學界』の同人たちによる時評、また新聞紙上で展開された評論などを素材に、北條への評価が〈特殊性〉の観念に集約される、いわば〈異端化〉のまなざしに束縛されがちなものであったことを明らかにする。さらにこのまなざしは、北條の没後に関心を浴びることになる山下清らによるアウトサイダー・アートに向けられたものとも相似しているのである。

Because of recent amendments in Japan's long-term care insurance system, life support coordinators have been assigned to each municipality to foster community building. However, as such assignments are relatively new, some coordinators have been struggling to execute their tasks. In this study, in order to explore the factors and solutions to the difficulties faced by life support coordinators in community work, we conducted a questionnaire survey in two cities in 2018 targeting Level 2 life support coordinators posted in Community General Support Centers, and obtained responses from 73 persons. Based on the results of factor analysis, "the method of community work," "workplace support," "community information," and "the lack of cooperation with other organizations" were identified as the "causes of the difficulties in community work." Further, "understanding community information and building relationships," "workplace support," "objective reflection," "learning about other communities," and "attending community work meetings," were identified as the "solutions to the factors causing difficulties in community work." It is important to utilize these findings for the training of those presently posted and for training certified social workers in the future. for the training of those presently posted and for training certified social workers in the future.介護保険制度改正により、地域づくりを担う人材として生活支援コーディネーターが各市区町村に配置された。しかし、配置されて間もないことから業務遂行において困難さを感じている人々もいる。そこで本研究では、生活支援コーディネーターの地域支援を困難にさせる要因と、その困難を解決する方法は何かを探索的に探るため、2018 年に2 つの市で地域包括支援センターに配置されている第2 層生活支援コーディネーターへアンケート調査を行い、73 名から回答を得た。因子分析の結果をふまえて「地域支援困難要因」として「地域支援方法」、「職場内サポート」、「地域情報」、「他機関連携」の不足、「地域支援困難要因解決方法」として「地域情報把握と関係形成」、「職場内サポート」、「客観的省察」、「他地域の学習」、「地域支援会議出席」が見えてきた。これらを今後の現任研修や社会福祉士養成に生かすことが重要である。

要旨:ロナルド・メイスによって1980 年代に提唱されて以来、ユニバーサルデザインの概念はインクルーシブな社会を考えるうえで重要なものであり続けており、教育から都市デザインに至るまで、広い領域に応用されてきた。本研究はこの概念の日本語への応用可能性を、とくに視覚・聴覚に障害を持ちながら高等教育を受けようとする学生に対する情報保障との関連から検討する試みである。本研究には二つの側面がある。第一の、より理論的な側面では、日本語の歴史を概観しながら、言語としての日本語の特徴を考察する。そして第二の、より実践的な側面では、実際の支援の現場に注目し、様々な障害を持つ学生に対する情報保障における問題点を整理する。二つの側面を突き合わせることで、真にユニバーサル=普遍的な日本語を教育現場で実現することはきわめて困難であることを明らかにしつつ、可能な限り状況を向上させるために必要な工夫について考察することが、本研究の目的である。

現在、福祉分野を横断する新たな包括的相談支援体制の構築やそのための中核機関の整備が検討されているが、各福祉分野では、類似の機能を有する福祉事務所、自立相談支援機関、市区町村子ども家庭総合支援拠点という包括的相談支援の中核機関が存在する。本稿では、それらの並存を解消し、人的資源の有効活用や円滑な事例対応等を図るため、福祉事務所の下でこれらの機関を集約するとともに、サービス・相談支援の担い手の多元化を踏まえ、福祉事務所について、外部機関との連携・調整の機能強化など体制・業務の見直しを図るべきであること等を明らかにしている。

介護保険制度では、介護保険施設と短期入所を利用する低所得者に対し、食費・居住費の負担を軽減する特定入所者介護サービス費、いわゆる補足給付が支給されている。この補足給付については、社会保険である介護保険制度の給付ではなく、低所得者対策として社会福祉制度で実施すべきであるという指摘がある。また、在宅生活者との公平性の観点から、補足給付に資産要件などを設けることについて様々な意見がある。補足給付を全額公費負担による社会福祉制度に移行させれば、社会保険と社会福祉の役割分担を明確にして、きめ細かな低所得者対策を実施できるかも知れないが、現在の国と地方の財政状況に鑑みれば、全額公費負担化は容易ではない。補足給付を介護保険制度の給付として存続させる場合、相対的に高額なユニット型施設を普及させつつ、低所得者が介護保険施設を利用しにくくならないように配慮することが必要である。

This research aims to reveal how professionals who are providing supports to children abuse in Germany interpret physical punishment. Investigation has been implemented to four experienced professional members who help to solve children abuse, data was then qualitatively analyzed in SCAT. The following four points are shown in the result- (1) the number of supporters of physical punishment has deceased since the stipulation of the laws of prohibitions in 2000, (2) light physical punishment are still being accepted, (3) any conceptual changes o about physical punishment are expected to take time as it’s related to how the parents were raised, (4) the right for children to have sustainable growth and stable family life should be prioritized as a support to children rights.

社会的養育臨床における支援者支援養育論をここでは展開する。それは、職員支援や里親支援を中核としたものであり、職員や里親が支援されてこそ、子どもの安定的な養育が実現する。 すなわち、この養育論の中核となるのは、支援者支援である。そして、その支援者が支援されることで、安定的で継続的な養育環境を子ども達に提供し続けることができる。 安定した養育者には、安定した愛着行動を子どもたちは向けることができ、愛着対象の内在化が実現する。その安定した養育者の統合感の保持がその内在化を促進すると考えられる。施設職員・里親は、被虐待児やネグレクト児のトラウマや愛着上の様々な課題に対処せざるを得ず、疲弊し、自己統合感の侵蝕を常時受けていると考えられる。子ども達の問題行動・課題行動(暴言、暴力、嘘、万引き等の非行行動・逸脱行動、不眠、基本的生活習慣の構築のしづらさ、ルールの守れなさ 等)による施設職員や養育里親、養子縁組里親の傷つきや疲弊は、深刻である。だからこそ、その侵蝕による自己統合感の低下、主体的な養育への意欲の低下、解離的な一貫性のない養育への無意識的な自動化・ルーチン化などをさけるための共感疲労対策などの支援者支援が欠かせないのである。本論文は、以上の点を3 部に分けて、論述した。Ⅰ支援者支援養育論―社会的養育臨床における「支援者支援」の点―、Ⅱ愛着臨床と支援者支援学、Ⅲ支援者支援の実際 である。そして最後に、Ⅳ支援者支援養育論の要点をまとめた。施設の小規模化、グループホーム化、里親支援の強化などの理念が推し進められていくには、『支援者支援養育論』が確立されることが大前提となるとの論考を展開した。

筆者は大学卒業後、(財)日本レクリエーション協会に奉職し"レクリエーション指導者養成事業"の企画や実践に当たってきた。そこでは見事なプログラム展開を見せる優れた指導者に出会うことがしばしばであった。そして、その"見事さ"とは何か?を考え始めるようになってきたのであったが、一つの答えは"グループ(小集団)"活用との結論に至ったように想起される。すなわち、彼らは"グループダイナミクス""エンカウンターグループ"などの知見を意識的・無意識的に活用していたのであった。 筆者は、その後18 年間を経て日本社会事業大学に転職した。"グループワーク"の講義に当たって、当初は前述したような観点に立って展開していたが、"グループダイナミクスなどを活用したソーシャルワーク(Social Work with Groups)"という視座からやや離れた内容に陥りがちであったことは否めなかったように思われた。 以上のような内発的・外発的動機により、"グループワーク論"を実践的基盤から理論モデルを活用して立て直し、その有効性をより鮮明に描こうとした。After graduating from university, I worked at National Recreation Association of Japan and was in charge of the planning and practicing of "recreation leadership training projects". Through that job, I met plenty of great leaders who developed excellent programs, which led me to think what makes such "excellence", and I remember I concluded that one answer was utilization of "groups (small groups)". That is, the great leaders utilized knowledge of, for example, "group dynamics", "encounter groups" and so on, consciously or unconsciously.Subsequently, after 18 years, I took a new job at Japan College of Social Work. In the beginning, I developed my lecture of "group work" on the basis of the viewpoint described above. However, I think it is undeniable that the contents of my lecture tended to somewhat depart from the viewpoint of "social work utilizing group dynamics and the like (Social Work with Groups)".With the intrinsic and extrinsic motivations described above, I have tried to reestablish a "group work theory" on the practical basis by utilizing theoretical models and to exhibit its effectiveness more vividly.
